George R. R. Martin is an American novelist, screenwriter, and television producer best known for A Song of Ice and Fire. His fantasy treats politics as a web of partial knowledge, inherited claims, private loyalties, and consequences no single character controls.
Martin lets each point-of-view character understand only part of the board. Political decisions have domestic costs, private loyalties alter public events, and information rarely arrives in time to prevent the consequence already set in motion.
